With HF20, STEEM INC tried to introduced Free + Premium (Freemium) blockchain which will be the initial stage of SMT implementation. Honestly the HF20 was not worked as we all thought, so they had to introduce a lot of patches to recover the blockchain from known errors that found in HF20. So, I wish thye might think step by step, we call it as Spiral model to introduce HF21 onward hard forks of the blockchain. I mean it's better they introduce every change as a separate sub process of HF likewise HF20.1, HF20.2, etc.
