Free Speech Twitter Vs. Steemit

I just read/watched a video on the issues Twitter has been having. They first started out being the "Free Speech" platform where anyone can have discussions about important issues, without having to worry about the platform censoring them. Along came the trolls, shouting matches, my God can beat up your God etc... Twitter had to do something and they are still working on it.

Steemit has the choice of upvoting articles that they like and downvoting/flagging items that are not helpful to the conversation or just downvoting because they don't like the content. I'll leave that discussion for others as I am still on the fence on what should be considered "flagged". I can already see it starting to creep in. People think something is offensive, and as a normal citizen of the U.S., it can easily be considered offensive to me as well. I see person A flag the article, but then the author turns around and starts to flag person A's posts just for spite. Person A put their "money where their mouth is" and did a noble thing by stating normal society does not like this kind of behavior. They get attacked by the original author, then fights start.
Someone looking in to the dispute will see that the original author is at fault, but the damage has already been done.

My question is this:
Should you step in and down vote things that are not appropriate, or just don't upvote them? Should you wait for someone with a large SP/rating step in and do it? Should you report it, but in the mean time it garners a few dollars by (insert bot/whale on a mission/etc) in turn showing the author that it could be "all ok" to post these things?

My thoughts, is that we should reserve the downvote for plagiarism and obvious cut paste stuff if used at all. Posts that offend you, or you don’t like, you need not honour that post with your vote, just move on, and allow that person their free speech. Vote on the posts you love, and honour those posts with your vote. Makes sense to me.

I am totally downvoting you from now on for that comment.....Just kidding;) Thanks for your viewpoint on this. My cousin said the same thing, that's why I brought it up in the opinion. What is your opinion on things that should definitely be tagged as NSFW(in civilized workspaces that is), but is not. Should you note that it should be NSFW and leave it for them to correctly tag it, or should you flag it at the same time as comment that it should be NSFW? What's your stance?

If it bothered me enough, I would maybe note it, but most likely I would just move on.
