I don't think that filling those vacant positions would help children or families. They STILL would not bother to ever check up on the children already in Foster Care, and they still would ignore all the reports of abuse or neglect by the Foster Parents. The extra staff would simply get busy removing more children from families, and creating even more chaos in this world than already exists.
Throwing more money in their direction won't help, because they seem to consistently use the funds for greedy or evil purposes.
No, it's just typical 'give us more money' sort of article, meant for the general public, people who have no idea what is going on. And people will agree, yes, we need to help these poor children. I doubt it that they're overloaded and even if they were that wouldn't explain the evil things they do, the lies etc.
Big Pharma is usually very good at this sort of manipulation, paying for articles about the lack of some drug on the market or the lack of government funding for vaccines. The argument is the same 'think how many people could be helped, how many lives saved'. Unfortunately, people buy into it...
