I agree with you.
Steem users can then vote on these proposals in almost the same way they vote for witnesses (stake weighted votes, but voters can vote for as many proposals as they want).
In this way, only few big whales can take advantage of the system and will receive donations or whatever from little authors. Another way for big groups to create projects & earn tons of steem.
