The role of information for each individual and, especially, of society, is so important that without it life itself would be impossible, since everything that exists in the universe consists of three substances - matter, energy and information. Any objects existing in the world consist of material particles possessing potential energy and the ability to reflect one another's properties in others.
The knowledge of the world by man is possible only through the perception by the brain (our natural computer) of those aspects of objects, phenomena, processes, structures, relations between them, their quantitative and qualitative characteristics, and the like, which we are able to derive from signals reflected from observable objects and perceived through our senses and processed by the brain.
Information is of paramount importance for living beings, as they must constantly adapt to changes in the environment, which is due to the need to respond to signals received from objects. Living organisms analyze the received signals from the external, as well as from their internal environment, and react to their changes by adjusting the behavior.
It should be noted that individual signals about changes in the parameters of the objects received by the sense organs (sight, hearing, taste, smell, tactile sensations) can not be considered information until they are processed by the human body - the brain . Untreated signals serve as raw raw material (data) for obtaining information from them.
The aggregate of information that an individual owns, a group of people or a society, is called information resources that generate a certain amount of knowledge. Without the increase in the amount of information, the volume of knowledge can not increase, except when the combination of different sources of already known information can generate new derivative knowledge (secondary, tertiary), the use of which contributes to the development of the theory and practice of economic activity.
Quite often the use of knowledge and methods of different sciences in a certain combination gives a new progressive direction in the development of science based on the synthesis of information from many sciences (for example, cybernetics, systemology, synergetics, genetic engineering, transhumanism, robotics). Information has a specific feature - simultaneously exist in an ideal and material forms.
The ideal form of information is due to what is created by subjective thinking of people and transmitted from one person to another through language, logic, concepts and judgments according to certain rules. Infringements of rules of transfer of the information can intentionally or erroneously essentially to distort sense of true parties and parameters of things, the phenomena and processes. Intentional distortion aims to deceive, conceal their intentions, mislead, distort the truth, harm, disorganize the enemy, etc., is called misinformation.
The material form of information determines its genetic origin. It arises because things, phenomena and processes by their nature exist independently of our consciousness, that is, they are objective. About their existence, we learn only by the signals reflected from them, taken by our receptors (organs of sensation). For example, color is perceived by the organs of vision, as reflected in a certain range of light waves of one of the real properties of things. Receptors catch certain signals reflected by the objects of the world around us, which are automatically fixed and processed by the brain, creating images (photographs) of these objects.
In the scientific sphere, distortion of information is in principle unacceptable, since any published work must comply with the principles of science - objectivity, do not contradict the observed facts of reality, the logic of justification of conclusions, predictability, anticipation of events, the use of scientific methodology of cognition, discussion in the scientific community.
Information, unlike substance and energy, when used not only does not decrease, but, on the contrary, increases as it is used by many consumers. It also has the property of a commodity, has value, is sold and bought. exchanged for other goods, created and consumed, stored and replicated, transformed into knowledge in the learning process.
Information is transformed into knowledge and knowledge into an ideal product that facilitates a combination of a combination of matter, energy and labor in such a way that it becomes possible to reduce the consumption of material and labor resources in the production process. Thus, knowledge, as an ideal substance, replaces material resources as an objective the real substance. The world civilization (global society) has reached such a level of development in the knowledge of the laws of nature, society and thinking, when information becomes a more valuable resource for the production of goods than traditional (material, labor and financial), consumption of which has led to a violation of the natural balance and threatens life on Earth.
It becomes obvious that the cause of the transition of mankind from the economic formations formed in the past to a new - postindustrial (information based on knowledge). The formation of a postindustrial society should be defined as the main goal of the further economic development of any state.
In the modern world, information societies include the US, Japan, Germany and a number of the most developed countries in Europe, where the level of informatization is increasing (England, France, Italy, etc.). It would seem that other states should focus on developed countries and build up their information potential, but that's not it. China, India, Russia, North Korea, Ukraine and the like, pseudo-democratic countries, not only do not increase the information potential and therefore intellectual, but also successfully reduce it.
Ukraine, in a number of countries that are backward in terms of the level of informatization of societies, differs directly from the hostile attitude of their leaders and fellow citizens to the worldwide process of forming knowledge, which is reflected in the concentration of television channels and mass media in the hands of several oligarchs, among whom is the incumbent president, socially significant TV channels (for example, Savik Shuster-TV), the collapse of science (reducing the number of scientific institutions and the total number of scientists, more than 3 times for years of independence), degradation of high school thanks to the efforts of Minister L. Grinevich with his initiative of an external independent assessment of the knowledge of school graduates, a disastrous situation in the field of ignorance, the spread of ignorance through the propaganda of esotericism, persecution of journalists, primitivism of the content of information programs,
It is possible to continue to cite the facts of inhibition of the development of the information sphere and disinformation of citizens about the actual state of the country's economy, in particular the lack of information for business management of individual enterprises and the state, either in operational or strategic aspects, but the main thing is that informatization of society in Ukraine is a myth , and a lack of understanding of its role in the development of the economy on the part of our leaders helps to strengthen the tendency for the state to recoil into the abyss.
