On-chain governance a la Decred

Do you think that the allowance for project governance on a chain is a killer feature?

2017-2018 was a year littered with forks from major projects. There is concern that continuous forking and fracturing of a project might fracture its userbase to the detriment of the original project. Some systems such as Decred (DCR) attempt to include methods and measures to handle situations that would otherwise call for a fork. Do you think this feature will be useful in the future? Why or why not?
