This refers to people who had a Bittrex account with Bitcoins in them at the time of the snapshot end of June 2017. For individual Bitcoin holders, the situation is less straight forward. They have to claim Stellar Lumens tokens by signing a message with their Bitcoin wallet.
The value of Stellar Lumens make it interesting enough to make the effort of claiming.
