my strategy on this is that we use the obvious crimes they commit to RICO the lot of them; the non-pedos will drop a dime on the pedos to save their own ass
I don't have a reliable estimate of how entrenched the pedo culture IS, but we do know it's there to some level.
Once we have them rolled up and squealing on each other, then we can start punishing them based on how serious their crimes are.
