What about enforcement of some rules like putting killers away, or at least remove them from society? I cannot imagine that it shall be left to each individual to become judge, executioner and jail manager. Hence this should be somehow organised in a more central way.

Closer to Steemit, to grow the community the whales decided to work together in execution their plan to better distribute the newly minted Steem by no voting, and even decide together to downvote when payouts of certain posts got to big for the Steem distribution to become too unfair and harming the experiment. That is centralised approach full stop.

100% de-centralised means in my opinion (for as far I have a serious opinion yet on this topic, I'm still learning a lot and like to have more engagement with the folks who really really believe in 100% de-centralised implementation of life and society) total chaos.
