여러 각국들이 블록체인에 관심을 보이는 시점에 스웨덴도 빠질 수 없습니다. 스웨덴 정부는 역사상 처음으로 스웨덴 회사가 부채를 비트코인으로 청산하는 것을 허용했으며 회사를 통해 받은 비트코인을 공개 경매를 통해 판매하였는데요. Enforcement Authority로 알려진 스웨덴의 채무 추심 등을 다루는 정부 기관인 Kronofogden는 약 0.6BTC 정도의 금액을 약 3200달러에 판매할 것이라고 발표했습니다.

"Assets are not just the car on the driveway or the money [in a] bank account. We live in a digital world, and now we are looking for assets in computers and hard drives as well as in telephones and web services."

정부 기관의 개발자인 Johannes Paulson는 '자산은 도로 위의 차나 은행 계좌에 있는 돈이 아니다. 우리는 디지털 세계에 살고 있고 이제 우리는 컴퓨터와 하드 드라이브에서 자산을 찾아야한다' 라고 말하며 가상화폐에 대해 언급했는데요. 또한 Johannes Paulson는 과거 범죄자들로부터 비트코인을 압수하는데 실패한 경험이 있지만 이번 일을 통해 정부 기관이 가상화폐를 성공적으로 소유하게 된 최초의 사례라고 설명했습니다.

비트코인에 이러한 긍정적 시각을 보여주는 스웨덴, 비트코인을 시작으로 가상화폐의 존재를 인정하고 상생하려는 노력을 보여주는 스웨덴이 cashless society가 되는 과정에 한 발자국 다가가며 앞으로 얼마나 큰 성장을 보여줄지 주목해야겠습니다.

2. 슬로베니아 블록체인을 통한 도약

[CoinDesk]Slovenia's Prime Minister Lauds Nation as 'Blockchain-Friendly Destination'

슬로베니아의 총리 Miro Cerar는 지난 10월 11일 블록체인의 장점과 그것을 정부가 인정한다는 연설을 하였습니다.

"Therefore we want to position Slovenia as the most recognised blockchain destination in the European Union.” The prime minister is confident the country will have the “infrastructure necessary for its implementation and development. The regulatory bodies and ministries are already studying blockchain, and the state is participating in activities” that rival others within the union for the “introduction and regulation of this technology. We are also already laying the foundations for the initial pilot testing of the technology in the state administration."

Miro Cerar는 블록체인 기술을 사용하는 것이 글로벌리더가 되는 길이라 생각하며 슬로베니아가 EU에서 블록체인에서 가장 인정받는 나라가 되는 것이 목표라고 말했습니다. 슬로베니아는 블록체인 기반을 건설하는데 많은 노력을 기울이고 있으며 이미 규제기관 설립과 여러 부처에서 블록체인 연구를 진행하고 있고 이와 관련된 초기 파일럿 테스트를 위한 기초를 마련하고 있다고 발표했습니다. 그리고 슬로베니아 정부는 the Slovenian Digital Coalition(슬로베니아 디지털 연합)와 협력하여 4차 산업 혁명에 대한 교육과 인식 개선, 관련 법안 솔루션 초안 작성 등에 중점을 둔 "Blockchain Think Tank"를 설립하였습니다.

슬로베니아는 최근 재정위기로부터 벗어났으며 2014년 이후 꾸준히 GDP 성장을 이루어냈는데 Miro Cerar는 이러한 과정을 겪으며 기존의 악순환의 고리를 끊어내기 위해서 그리고 다신 경제적 어려움을 겪는 일이 없도록 하기 위해 더욱 더 블록체인 기술의 장점을 강조한다고 말했습니다.

"We have emerged from the crisis stronger. I believe that using blockchain technology, you too will contribute to the writing of a new Slovenian success story."
Looking to the future, Cerar said that his fellow citizens stand at "the threshold of major changes." He concluded, "We will have to work to ensure that the new technology is an asset to and improves our quality of life. Only then will we be able to say that we have made progress."

Miro Cerar는 “우리는 위기 속에서 강해졌고 블록체인 기술은 새로운 슬로베니아의 성공 스토리에 중심이 될 것이다”라고 말하며 블록체인을 강력히 지지함을 보여주었는데요. 총리가 앞장서서 이렇게 블록체인에 대해 지지해주는 슬로베니아, 최근 ICO의 강력한 규제로 몸살을 앓고 있는 우리나라의 입장에서는 부럽지 않을 수 없습니다.
