Dr. Alfredo Sfeir-Younis's 2011 framework, Development as Capacity Building, centers the discourse on the Capacity Approach and Human Security. He formally argues that true sustainable development requires a fundamental shift from introducing content to expanding the organizational and community "container" (local capacity) to guarantee long-term outcomes and intergenerational equity. This capacity is intrinsically tied to human security, encompassing individual well-being and fundamental rights like food and health. The framework necessitates a bottom-up empowerment of citizens, a radical M&E reform integrating beneficiaries, and an assessment of seven forms of interconnected capital (including Institutional and Spiritual), all championed by his Institute's commitment to progressive, humanistic action.
