Hobo Delegation Service Announcement

The Hobo Delegation Service is making changes to its policy. For now on, the upvote service will be running on a bot. The hobo bot upvoting service will primarily upvote its delegators.

Anyone delegating 10 SP will be regularly upvoted. If someone is getting much more upvotes from the bot than the others eventually their account will be put on a cooldown timer before being added back to the active upvote list.
