Would it be possible to help people with medical care using the blockchain?

If you've been here long enough, you've probably seen that Steem actually has a tendency to help people who have financial issues. We've helped tons of people with paying for their medical care, for food, for daily expenses, living, etc. Some people we help every day in exchange for sharing glimpses into their lives and their creations.

For a while, before crypto crashed as hard as it has, it was almost comical the number of people that were asking for help on the Steem chain. Many of them were getting help. Sadly, some of them were faking it likely, just to get some money. But that happens. It happens on all of these money raising sites.

But, could there possibly be a way that we could take the chain...and somehow work it...blacksmith it in code...and use it to pull people out of the holes that they are falling into due to medical expenses?

Please, if you are a programmer or know much about the chain and possibly these new SCOT tokens, leave a comment on whether or not you think it might be possible to code something like this, and possibly how.
