I don't know if it's already working but i don't think so because they look like making a crowdfunding. But they really look like serious. You might subscribe to the full whitepaper for sure it's indicated inside. And for more detail you can contact them you will have a answer in the 24 hours for sure.
And to answer to your second question :
Of course you can post your own sound without any intermediary and get paid, become more famous and start work in this system. I'ts might bring you a lot of visibility but especially you will have incomes directly for all the creation you post and all time your public listen your sound :)

Personally i'm not a musician and not a investor inside this token but i really can see that this is a amazing idea! This is why i share it with you. :)
All the artist should turn fast to blockchain tech or they will miss the train of the gold age of decentralized reputation.
