This is the kind of thing government tries to regulate something hey don't understand and therefor fear. They think Bitcoin and other cryptocurrencies can simply be detected and seized as if it were a normal bank account.

I could see how they may be able to intimidate a cryptocurrency novice into giving up their wallet password or private keys. However, anyone could easily memorize their wallet seed for a paper or hot wallet, or even hide the seed in the text of an email, or any number of other methods an imaginative mind could come up with. Then once your at your destination, download an app and recover the wallet.

There are so many options with cryptocurrencies that you simply don't have with a bank account that is under corporate and/or government surveillance.
