There's a flag in the top right of a post, or a comment. Click it and a popup appears so you can adjust the amount you downvote (you might need more than 500 STEEM Power for the slider to show up, similar to the "upvote slider").
The flag isn't easy to see (light gray on white background might not be the best UX choice); it looks like this: 
I down voted. I'm new to steem and have like no power. But after words I got like 60 people down vote my only post. Fucking bullshit.
