steemvoter is a way to autovote for your favorite people on steemit, usually this is good if you plan to go away for a break or think they deserve the support, and some people use it to earn better curation rewards. in order to use it you will need an account through them and an understanding of your keys in wallet, such as posting key active key master key and the differences, in general posting key is the most secure to give to a tool but even then it should only be done for things that are reputable and have some history or trustworthy people behind them. I think from registration of steemvoter you may be able to understand all of this after finding keys in wallet.

does anyone happen to know why the url of this post includes "-1512616143-1062076" I was going to automate a [previous]-[next] link system into posts but if the url cannot be predicted that is impossible.

It must have something to do with the steemian system that you use. Most of the "steemit made" post URL's are derived from the Title part of the post. The ending numbers could be something to do with where your post is on the blockchain. Just not sure, haven't noticed them to often. See if some of the other users of steemian have similar ending numbers.
