I'm going to look into the My Dog is My Home project; I hadn't heard of it until reading your post.
In the city I live in, one big obstacle is that rental housing often does not allow pets. I volunteer for a rescue and people often have to surrender their animals so that they can have a place to live... breaks my heart.
Indeed it sucks. Some forgo the shelter because they won't abandon their friends :( Thanks for the feedback.
