The Philippines has been experiencing extreme hurricanes too. Could it be a victim of such experiments? Interesting, coz the US is the biggest sender of relief post disaster. Perhaps to compensate for the damage caused? It's fun to speculate about this. However, I still am not surprised at what nature on its own can do.
