Yes, all I have is circumstantial evidence. Yes, there are other explanations besides the prosecutor wanting dismissal because of Rulon's motion to dismiss. I don't find them very probable. I see no merit with prosecutors walking away from an easy conviction. It's possible here, but I don't buy it.

If they had evidence their rules applied and had a witness with personal knowledge of those facts, then they would just have their paralegals print out a copy and paste response. No such evidence exists though.

If you get charged, then challenge their claims, don't make it easy for them. Challenge their claims at city council meetings, ask for proof their rules apply to you just because you're physically in Arizona or wherever. Ask them if you were to act like them, and forced strangers to give you money, would they consider you a criminal? Expose them as the criminals they are, their victims will see, some will understand and move closer to withdrawing their cooperation.
