What happens when the land owners don't want to sell the land for a private contractor to build the highway?

The following is an example of how a private road was built serving a huge need at the time and made the road's owner a lot of money until the State took it from him.... it's a catch 22 though.... While Conner's Highway was built across much of his own land, without the power of eminent domain most roads couldn't be built without willing sellers and frankly that's not acceptable that people can arbitrarily stand in the way of progress. In 1924 people were happy to have the road until he started charging tolls. But imagine a world where I-4 or I-95 could not be built because large land owners held the project hostage for impossible amounts of money?
