Haha that's a fair point I suppose! Sheep are generally pretty harmless when left in their little pastures though, I can deal with some sheep.
Ah yes, but these sheep have fists and anger and guns and not a whole lot of emotional control. It can be a pretty deadly combo.
There will be loads of sentimental baggage to discard, there will probably be some who would freak out with some violence when orphaned by their government, but in general I would expect a kind of fractal governance that would be the training wheels for learning responsibility in the actual, real world, away from imagined officials and authority figures.
