BitCAD’s policy and procedures development process is based on a multi-stakeholder model.

All over the world, each participant can create local organization or structure of BitCAD. The ultimate goal is to organize at least one structure in each country.

The structure of BitCAD is reflected on the image of Multi-stakeholder model and consists of advisory committees. Each committee is subject to a thorough and open description of its functions in conjunction with users and representatives.

An important feature of BitCAD is the ability to publicly discuss every meaningful decision before accepting it. Discussion can be conducted on the operational (budget, strategic planning), technical (reports and recommendations on security) or organizational (amendmend to the charter) issues.

Public discussions will be held according to the following routine:

"Every issue will be up for discussion for no less than 21 days.
Following the commenting period the replying period begins also spanning at least 21 days.
If during the commenting period no substantial comments were received the replying period will not commence.
During the replying period only previously gathered comments will be addressed, new venues of discussion will no longer be available."
