Its hook was the mystery and the gore as you say, but beyond that it suffers from a lot of downtime and revelations that ruin a lot of the theories and expectations people had for it, eventually becoming a dull political thriller
One of the reason why I almost drop this manga was because of that, at some point it was not what I had expected to be. But given enough time and chapters, the dull political thriller all makes sense. :)
As for the the anime, I agree that it did suffer a lot this is probably due to the fact that there were only 12 episodes this season. It felt kind of compressed.

I admit that the graphics of snk was poor. But the story line was great. It reached a point at which I forgot totally about the quality of the graphics and was rather engrossed with the story line.
In fact, as at then it was the graphics and story line combined that made me love it.
The only reason for which i'm not happy with the anime is that they stopped producing the anime and focused on the manga.
