Santander Mortgages이 실시한 설문조사 결과, 영국 학부모의 약 4분의 1이 원하는 학교 배정지역으로 이사한 경험이 있다고 합니다. 학령기 아동을 둔 학부모들 중 24%는 희망하는 학교 근처에 있는 거주지 주소를 확보하기 위해 이미 새로운 집을 사거나 임대한 상태라는 것이죠. 이 설문조사 결과에 따르면, 영국 학부모들은 2017년 현재 부동산 시세로 볼 때 2만 6,800파운드(약 3,896만 원)를 더 지불하더라도 원하는 학군으로의 진입을 하고자 한다고 합니다. (이 추가부담금은 영국 풀타임 근무자의 평균 급여보다 약간 낮음.)

Nearly a quarter of British parents have moved house to be within their desired school catchment area, a survey has found. , According to Santander Mortgages, twenty-four per cent of parents with school-age children have either already bought or rented a new property to secure an address near to where they want their child to be educated. The survey found that families willing to move are prepared to pay a 12 per cent premium for their desired catchment area, equivalent to an extra £26,800 in the current property market – slightly under the average full-time salary in the UK of £28,2133.

1.좋은 학군이란?

What is parents' desired school catchment area?

전통적의미에서 좋은 학군은 학생들의 학업성취도에 의해서 결정된다. 그리고 학업성취도(a.k.a. 시험성적)는 세계 여라나라의 교육을 비교하는 지표로써 활용되고 있다.

In a traditional sense, a good school district is determined by the student's academic achievement. And the academic achievement (a.k.a. test score) is used as an index to compare education of the world.

학업성취도가 높은 학생들이 많은 학교 또는 지역이 좋은 학교 또는 좋은 학군으로 불리게 된다.
As a result, schools or areas with high academic achievement are called good schools or good school districts.

2.그렇다면, 학업성취도에 영향을 미치는 요인은?

Factors Influencing students' academic performance?

PISA에 따르면, 이 학업 성취도에 가장 큰 영향을 미치는 단위 요인은 개개 학생 가정의 사회경제적 환경(학부모의 사회경제력) 이라고 한다. 필자가 파라과이에서 진행한 "파라과이 보께론 주 초등학생의 학업성취도에 영향을 미치는 요인 분석" 연구에서도 그 영향력은 같았다.

According to the PISA report, the most powerful unit factor on this academic achievement is the socio-economic status(SES) of the parent. The influence was also similar in the study of "Facotrs Influencing Students’ Reading Performance in Primary Schools in the Boqueron district of Paraguay".

결국, 좋은 학군은 사회적 위치가 상대적으로 높고, 경제력이 있는 학부모를 둔 학생들이 많은 학교를 뜻한다고 볼 수 있다.
Thus, a good school district may refers to as a school with many students with parents who have a relatively high SES.

3.학업성취도(시험성적)만이 교육의 최종 결과물인가? - 인성은? 협동심은? 똘끼(창의성)는?

Is only the academic achievement (test score) the end result of education? - What about personality, cooperation, creativity, and so on?

모두가 다 아니라고 할 것이다. 하지만 적어도 한국의 현실 속에서는 그렇다고 할 것이다.

Everyone will say no. But in reality, we say so.

상대평가가 아닌 절대평가로 평가한다면,
수능이 없어진다면,
대학 서열화가 깨어진다면...

What if, we are evaluated by absolute evaluation rather than relative evaluation,
What if, no more SAT,
What if, no more university rankings...

이러한 것들만이 문제라고 하는 것은 아니다.
그리고 한번에 다 바꿀 수도 없다. 사회가 받을 수 있어야 교육 시스템도 바뀔 수 있다.

I don't want to say these are the only problems.
And we can not change everything at once. When the society is able to receive the new educational system can change.
