Disabled Witnesses (27 out of top 100)

Can somebody please explain to me in simple words, why are there so many witnesses, who are currently disabled?
27 out of top 100 witnesses are at this moment marked as disabled.
Is this one of the reasons for recent issues in #steem #blockchain?
Yesterday there was bug in blockchain and steem was not working for half a day. Some witnesses are still updating servers.

But why are so many disabled? Also for a long time, but still on the top 100 list. Users have probably left their votes with them, right?
When witness update version of steemd, this sometimes require replay of all blocks (over 25,000,000). This can take up to few days. Witness have to be disabled to prevent missing blocks while replay.

We had issues, along with every other witness yesterday, but are back up and running now.
The issue was that new code (HF20) was not kept under wraps and was let loose (not the fault of the witnesses who upgraded really) to test, but for some reason started running without 'the gate' stopping this from happening.
A post was up-voted after 6.5 days (allowable in the new code), and the node mining the block (on v19) didn't know what to do - hence a fork.
All witnesses are moving back to 19.x while this error is fixed, and we should hopefully be able to try again soon.
