Mustafa Kemal Paşa ile Yazışmalar - 1
Trabzon Vali Vekili ve 3. Tümen Komutanı Rüştü Bey, Ağustos 1920'de Büyük Millet Meclisi'ne Topal Osman'ın faaliyetleri hakkında bazı bilgiler verir. Osman Ağa'nın memleket sevgisiyle bazı aşırılıklar yaptığını belirtir. Osman Ağa, kati talimat almasına rağmen Büyük Millet Meclisi ile doğrudan teması devam ettirmesi ve kendisine gönderilen yazılara kendi başına buyruk cevaplar vermesinden ötürü Rüştü Bey tarafından şikayet edilir. Rüştü Bey'e göre Osman Ağa, kendi başına hareket edebilmekte ve hükumetin icraatlarına gölge düşürmektedir.
Rüştü Bey, Karadeniz sahil kentlerinde Rumlarla ilgili alınacak tedbirlerin Meclis eliyle alınması gerektiğini, Osman Ağa'nın kendi tasarrufu ile müdahalesinin hem Meclisin otoritesini sarsacağını hemde yeni işgallere kapı aralayabileceğini savunur. Osman Ağa'nın hareketlerini takip edenlerin de kendisiyle aynı fikirde olduğunu savunan Rüştü Bey, Osman Ağa'nın bu taşkınlıklarının memleketin başına yeni işgal belası açabileceğini savunarak;
...Ankara veya vilayetten bir emir almadan Rumların bölgeden çıkarılması konusunda bir hareketten kesinlikle kaçınılmasının gerekliliği Osman Ağa'ya mahalli mıntıka kumandanlığı tarafından bildirildiği...
sözlerini de ekler.
Bu bilgilere karşılık olarak Meclis Giresun Valisine, bölgede asayişin sağlanmasını ve taşkınlıkların önlenmesini istediklerini cevabını verir.
Mahalli idarelerden gelen bu şikayetler üzerine Büyük Millet Meclisi Başkanı Mustafa Kemal Paşa'da Osman Ağa'ya:
...hizmet ve vatanseverliğin takdir ettiğini, fakat muamelelerinde daima hükümeti sağlamlaştıracak şekilde hareket etmesini, hükumetin nüfuzunu görünüşte bile olsa güçlendirmesini...
