The dollars in your PayPal account are real money, and they are real $ just like if they were on your bank account. There are basically three things you can do with money on your PayPal accounts:

1) Send them to another PayPal user. If you got friends or family that uses PayPal, you are free to send it to them. Just type in their e-mail address to send it. 

2) Spend it on an online store. Lots and lots of different e-stores accept PayPal as a payment method, including some of the large and well-known ones. So if you want to go shopping, consider going e-shopping instead, and you will likely be able to spend your PayPal money there. 

There are even websites that will sell your crypto such as Steem, and let you pay with PayPal! 

3) Transfer it to your regular bank account. If you have verified your PayPal account (basically they need to confirm that it's a real account by a real person), then you can send the money to your own bank account, as long as you have the same name on your bank account and your PayPal account. This allows you to do whatever you want with it. Keep in mind that there's typically a small fee for transferring it to a bank account.
