I don't think it has been announced when the ICO will begin. My guess would be within 3 months from now, but that is a guess. As far as quantum computing, I have only done a little bit of reading in this area, but it seems there are quantum-resistant cryptographic algorithms, so my feeling is that this issues is probably over-hyped.
