I do agree with the RC system even though I am plankton on Steemit.
The adoption for news user is still difficult cause there are not so much promotions of the platform outside of steemit. And more difficult newcomers dont like read complicated posts. However, discord is a great place to orient friends in my views. Interaction among the community is the key for the smooth adoption of this updates since HF20.

The only way you don't have enough steem power is if you have nothing in it. You are now encouraged to just simply have some steem power. I put 150 into it and I'm new but I have plenty of "mana".
