It all comes down to physics. Running is actually a process of falling. You lean forward and then you need to use your feet to prevent from falling on your face.
Now the physics part of it.
When black lean forward they fall faster because they have a more heavy package hence they have to run faster to prevent from falling .

It is not a coincidence that most swimmers who win gold are of European or Asian descent and most speed runners who win gold are of West African descent. Europeans and Asians have longer torso relative to leg length, and West Africans are the opposite. It is also no coincidence that people of Polynesian descent can do very well in sports that require a great deal of strength (but not as much speed) tend to do very well such as rugby and certain positions in American football.
