It certainly can be, especially if they're still living. If they've been gone awhile, say over 100 years, then it's easier. That's how you get Abraham Lincoln, Vampire Slayer, and other historical figures doing things like time travel.

I'm sure there's been many things written about QEII though, not of all which she would be that content to read about, but hey, when you're a member of a royal family that really doesn't have much of a role or purpose in modern society, but still hangs around for some odd reason, you're bound to have people writing about you. I do have to say, it's a cool gig if you can get it. You really don't have to make any decisions, you don't have to worry about what to do when armies invade your land, and some people are still bound to love you, especially if they live in America.

Which, hey doesn't make a whole lot of sense when you really sit down to think about it, but I'm sure that's among the least of our worries. Thank you, public education and reality TV.

I don't understand any of the situation. I try not to be too critical of it because there are a lot of people outside the USA who feel it's their right to bash the system here. They feel justified in voicing their own uninformed opinions about a system and group of people they know next-to-nothing about. And I don't really look up to them for that. So I try to afford them the same courtesy that I would expect of others, and I don't say much about it.

That being said, I don't understand their role or function either, other than I think they are supposed to be the figureheads. Which makes sense, because The Queen is on approximately half the coins in the world. Can't get more figurehead than that!
