Help Me Solve A Mystery!

This item was given to me by an elderly World War II veteran. I never was given the full story behind it before he passed away.  At first, I thought it was a military dog tag but I have not found a match yet. The other clue is the writing on the back. Can someone identify the language? Can anyone identify this object?

As for the writing on the backside of this item, it is blood type: II (A) and rhesus factor -
I can suppose that this item is for the identification of the soldier.

well if that is the case, it is probably an expensive dog tag worn by a higher ranking leader (it looks gold).

Its the lighting. Its silver or platinum. Not sure.

It looks like a gorget, but all the German ones were mass-produced and had a swastika on them somewhere, and this one looks more like trench art than something official.
