Yes it's true haha. make good content, interact with the community and you are rewarded when people upvote you. It depends on the persons steem power as too how much you'll get. There are some good youtube videos explain the process.
Yes, you can earn steem for posting content that is valued by the community and for your input into the community. Content has to be your own. Find content that makes you happy to create and possibly getting paid for it is just a bonus. Good luck!
