Slider Gradation for comment voting

The recent increases in Steem price have obviously brought with it a welcome increase in voting value which is fantastic but it could lead to some unintended behaviours.

Since HF19, comments have been votable but this has been during periods of relatively low steem prices. The increases in vote value coupled with the possibility of cheap steem due to SBD price means that there are some quite large votes going around and this is hopefully only going to increase.

What is great is that some of the whale accounts reward comments significantly but as their vote increases, will they consider their 1% value too high for some comments? Will they take the view that very few comments deserve 20 dollars, but 2-5 would be suitable. Currently, they have no option on Steemit to easily lower there vote percentage less than 1%. This is also a problem for accounts that have a trail behind them with some trails being quite significant.

It is highly valuable to incentivise comments for both the posters and the platform in general as it encourages engagement and it would be detrimental to lose some of the large comment voters because they feel that their 1% is too large for a comment (I know, first world problems). But, it is not just the super large that face this as I think even the smaller whales would be hesitant to give a comment a dollar or even a 50 cent vote at times. It is not that they don't want to reward at all though.

What I propose is a change to the comment slider to have a 0.5% and a 0.25% gradation. But, to stop the ridiculous, this option would only be available for accounts that have a high vote power (maybe 50 dollars) so that at that point, they can offer 25c and 12.5c votes. On an account with a 400 dollar vote value however, they will still be offering 2 dollar and 1 dollar votes at 0.5% and 0.25% respectively

My hope is that these accounts would then feel more comfortable voting on comments and perhaps be able to spread their VP a little further into the comment chains. I am sure that there would be many commenting users that would appreciate the value additions in their wallets.

I know that this isn't a very big problem currently as there are very few accounts that this is going to affect but, I am hoping and confident that as SMTs are implemented, the price of Steem will quickly rise. Preparation for this success is better done early rather than having to put out fires later.

No worries, I assumed that adding a gradation of 0.5 and 0.25 below 1 % would be relatively self-explanatory. :)

Oh I am sooo curious what will happen when SMT launches and hopefull soon. It's a pity that Steem and SBD are falling in the moment, but I am convinced they will rise soon too :-)
