In this article, we are going to analyze the new Video Assistant Referee system (VAR) that has been put to the test for the first time in a competition of high caliber, the Confederations Cup 2017. In order to do this we are going to focus on 3 questions: Why is being implemented? How does the system work? Has it been useful? Let's start with the analysis!

En este artículo vamos a analizar el nuevo sistema de video arbitraje que por primera vez ha sido puesto a prueba en una competición de alto calibre, La Copa Confederaciones Rusia 2017. Para ello vamos a enfocarnos en 3 preguntas: El por qué se está implementando? Cómo funciona el sistema? Ha sido útil? Dicho Esto, comencemos con el análisis!
Why?
The Video Assistant Referee (VAR) is part of a set of new rules implemented by FIFA within the framework of the Play Fair initiative! This initiative began in 2016 with the first steps of this new system. To understand a little more of this subject I will quote the philosophy of this initiative directly from its website (http://www.play-fair.com):
"The underlying philosophy of 'PLAY FAIR!' Is a call to the conscience' of all people involved in football, from players, coaches, referees, administrators, and fans to organizing competitions and management entities. It is a call for the 'PLAY FAIR!' Approach to be the basis of every measure and decision taken in relation to the Laws of the Game and how they are applied at all levels. A fundamental aspect of 'PLAY FAIR!' It is respect for the Rules, the members of the referee group, the rest of the participants and the game itself. "
El sistema del Video Arbitraje forma parte de un conjunto de medidas aplicadas por la FIFA dentro del marco de la iniciativa del Play Fair! Esta iniciativa comenzó en el 2016 con los primeros pasos de este sistema. Para entender un poco mas de este tema cito textualmente la filosofía de esta iniciativa directamente de su website ( Http://www.play-fair.com):
“La filosofía subyacente de ‘PLAY FAIR!’ es un ‘llamamiento a la consciencia’ de todas las personas que participan en el fútbol, desde los jugadores, entrenadores, árbitros, administradores y aficionados hasta las competiciones organizadoras y entidades directivas. Es un llamamiento para que la actitud y el enfoque ‘PLAY FAIR!’ sean la base de cada medida y decisión que se tomen en relación con las Reglas de Juego y cómo se aplican a todos los niveles. Un aspecto fundamental de ‘PLAY FAIR!’ es el respeto por las Reglas, los miembros del grupo arbitral, el resto de participantes y el juego en sí.”
Additionally, according to FIFA Director of Technical Development Van Basten, this initiative aims to adapt and improve a set of rules in Soccer with the purpose of promoting justice and integrity in this sport. With all of this being said, we can affirm that this system is basically being implemented to make this sport more ethical, trying to minimize errors of the referee call that could be considered to be wrong either because of a referee's misinterpretation of the play or by unfairly manipulations made on the playing field by the players to deceive the referees.
Adicionalmente en declaraciones del Director de Desarrollo Técnico de la FIFA Van Basten esta iniciativa tiene la finalidad de adaptar/mejorar un conjunto de reglas en el Futbol con el propósito de fomentar la justicia e integridad en el deporte Rey. Dicho todo esto podemos decir que este sistema básicamente se está implementando en pocas palabras para hacer el deporte más justo y ético, tratando de reducir al mínimo los errores o fallos arbitrales considerados erróneos bien sea por mala interpretación de una jugada por parte del referee o por manipulaciones hechas dentro del campo de juego en forma desleal por los jugadores para engañar a los árbitros.
How Does it Work?
The Use of Var is broken down into these three simple steps...
- The incident occurs: the most common cases in which this technology could be used is in faults occurring within the goalkeeper´s area that can escape the referee's eye due to the large number of situations that occur simultaneously in the game.
- Revision and advice through the Var: outside the field there are a group of referees who are responsible for reviewing the controversial plays at the time they occur, when they find some irregularity they will inform the main referee of it, and the latter has two options: First is to ignore or take action immediately and change his decision regarding the play in question, and the other one is to decide to review the play on a device that is near the field of play to determine whether or not to change its previous call.
- The decision is made: after going through step 2 the referee decides whether or not to change his decision with respect to the play under review. In other words, to call for a penalty that was not taken into account previously, to expel or not a player due to an excessive foul or simply to call for the execution of a free kick. Virtually all the referee calls could be subject to review with this system and not just those discussed above.
El Uso del Var se desglosa en tres simples pasos: El incidente ocurre: los casos mas comunes en los cuales se podría emplear esta tecnología es en faltas ocurridas dentro del área que pueden escapara al ojo del árbitro debido a la gran cantidad de situaciones que ocurren simultáneamente como por ejemplo en el area chica al ejecutarse un corner, donde los jugadores forcejean fuertemente para luchar la posesión del balón a punto de entrar al area.
Revisión y consejo por medio del Var: fuera del campo se encuentran un grupo de árbitros encargados de revisar las jugadas controversiales al momento que ocurran, estos al encontrar alguna irregularidad le informan al árbitro principal de ella, y este tiene dos opciones: la primera es que tome acción inmediatamente y cambie su decisión respecto a la jugada en cuestión, y la segunda es que decida revisar la jugada en un dispositivo que se encuentra cerca del campo de juego para determinar el mismo si cambia o no su decisión previa.
La decisión es tomada: luego de pasar por el paso 2 el árbitro decida si cambiar o no su decisión con respecto a la jugada en revisión. Es decir llamar a cobrar un penalti que no fue tomado en cuentra previamente, expulsar o no un jugador debido a una falta excesiva o simplemente cobrar un tiro libre. Prácticamente todas las decisiones arbitrales podrían estar sujetas a revisión con este sistema y no solamente las expuestas anteriormente.

Has it Been Useful?
The technology of the VAR is really new and has only been applied in two tournaments, the first one was in the Sub 20 World Cup in Korea and currently, the more relevant, Confederations Cup 2017. In this competition, it has generated great controversy when reviewing important plays as in the encounter between Germany And Cameroon with the expulsion of Mabuka after almost 4 minutes of deliberation, a very long time which would not be viable if each call that is going to be checked took that time to be revised, that is an issued that needs to be solved.
We also have a case to consider in the Chile semi-final against Portugal, where many fans complained about the not use of the Var system to review a play that could issue a penalty in favor of the Reds that was totally overlooked by the main referee. With these two cases that mention the point that I want to emphasize is that the system still needs adjustments, so it works in a faster way that does not interrupt the flow of game that characterizes the soccer and on the other part that there is the need to determine a clearer criteria with respect to which plays will be reviewed throughout the match.
But, not everything is bad with this new technology, we must remember that as all new technology in a sport will need time to be able to be implemented correctly, and this is something that will surely be achieved since there are many other sports that, thanks to technologies like these, have been able to improve referee calls and enforcement of the game's rules, for example, tennis, basketball, swimming, and football among others, and once we have passed this first phase that will be the most difficult, we will have a very useful tool that will help us to have a more clean Football where, in most cases, the right and correct decisions are going to be taken in accordance with the regulations.
La tecnología del VAR es realmente muy nueva y ha sido aplicada únicamente en dos torneos, primero en la Copa Mundial Sub 20 de Korea y actualmente en la importante Copa Confederaciones 2017. Ha generado gran polémica al revisar jugadas muy importantes como en el encuentro entre Alemania y Camerun con la expulsión de Mabuka luego de casi 4 minutos de deliberación, un tiempo muy prolongado lo cual no seria viable si cada jugada revisada tardara ese tiempo en ser revisada. Tambien tenemos un caso a consideracion en la semifinal de Chile contra Portugal, en donde muchos aficionados se quejaron de la no utilización del sistema para tomar en cuenta un penal a favor de los rojos que fue totalmente obviado por el referee principal.
Con estos dos casos que mencione el punto que quiero hacer es que el sistema aun necesita ajustes para que funcione de forma más rápida de tal manera que no interrumpa el flujo de juego continuo que caracteriza al futbol y por otra parte que exista un criterio mas claro con respecto a cuales jugadas serán revisadas a lo largo de todo el partido. Pero no todo es malo con esta nueva tecnología, debemos de recordar que como toda nueva tecnología en el futbol necesitara tiempo para poder ser implementada correctamente, y es algo que con mucha seguridad se lograra ya que existen muchos otros deportes que gracias a tecnologías como estas han logrado mejorar la toma de decisiones arbitrales, por ejemplo el tenis, baloncesto, natación y futbol americano entre otros, y una vez que hayamos pasado esta primera fase que será la más difícil, se tendrá una herramienta muy útil que nos ayudara a tener un futbol mas limpio y en donde en la mayoría de los casos se tomen las decisiones correctas y justas apegadas al reglamento.

I watched the final of the Confederations Cup and was surprised to see the var system in use. I understand the utility in the referee making the right decision but I thought it interrupted the flow of the game waiting for the referee to make a decision for 2 minutes when everyone watching the television could see that the Chilean player elbowed the German player.
