The Department of Defense Non-Lethal Weapons Program Executive Agent's Planning Guidance provides vision, guidance, goals and tasks commensurate with the program's contemporary relevance. Its contents are directive for the Joint Non-Lethal Weapons Program and information for Service-unique non-lethal weapons programs--all of which comprise the Department of Defense Non-Lethal Weapons Program.

Translation:  The Department of Murder Torture And Rights-Violating Weapons Program Top Psychopath’s Planning provides evil vision, satanic guidance, and ghoulish goals and tasks commensurate with the program’s contemporary trampling of natural rights.    

Through Executive Agent oversight and coordination, the Department of Defense Non-Lethal Weapons Program–comprised of Joint and Service programs–will serve as the Department's proponent to effectively identify, develop, test and evaluate, transition, field, and sustain integrated, relatively reversible, and scalable effects technologies and capabilities, and develop associated policies, doctrine, concepts, and training in order to provide timely solutions to current and future requirements across the range of military operations, maximize mission effectiveness, and minimize risk to U.S. forces, coalition partners, civilians, and critical infrastructure.

Translation:  Through Satanic Agent oversight, the Department of Murder Torture And Rights-Violating Weapons Program will serve as the Dark Army’s proponent to develop and deploy technologies capable of torturing free humans and coercing them to comply with morally-relativistic orders that violate their rights.  It will also develop pragmatic policies, devilish doctrine, coercive concepts, and violent training in order to provide Satanic solutions across a range of death and destruction operations, maximize marauding effectiveness, and minimize risk to our cowardly order-followers in extortion funded uniforms.    

According to DoD Directive 3000.03E, DoD Executive Agent for Non-Lethal Weapons (NLW), and NLW Policy, the Department of Defense defines non-lethal weapons as weapons, devices, and munitions that are explicitly designed and primarily employed to incapacitate targeted personnel or materiel immediately, while minimizing fatalities, permanent injury to personnel, and undesired damage to property in the target area or environment. Non-lethal weapons are intended to have reversible effects on personnel and materiel.

Translation:  According to a ton of complicated, morally relativistic garbage, the Department of Murder defines torture and rights-violating weapons as weapons, devices, and munitions that are explicitly designed to torture and coerce people, while leaving valuable property intact that order-following mercenaries steal for a tiny group of oligarchs.
