i guess so. it seems that they want as much as possible technology from R5 cars which are much cheaper then WRC cars. They also want electric units from the same manus for 2020 to make it cheaper. To be honest, who would buy WRC cars for 750 000€ at the moment and the car is so expensive to maintain?! They must make cheaper with standard parts as much as they can...
