Decent is an understatement for 15k on actifit :D Dunno if it's in the actual way the app calculates and tracks the activity or am I just too weak.
Not sure mate maybe it's not counting every step. Do you have the aggressive mode on?

Yeah, it's definitely not counting every step. Aggressive mode? What does that do? Had no clue it even existed :D
It should me in the app settings and it helps some phones to count properly.
