So I had to call my friend that has done this before. The '03 LS needs the '03 ECU (OR) a custom ECU.
What you are facing is the '03 ECU needs a security code in order to function. This security code comes from a combination of the original donor vehicle (key) AND (steering column). The combination of these two items create a revolving code that can't be duplicated. This is a theft deterrent system. It worked so well that serious vehicle thieves would "hack" a matching ECU and had to replace the ECU during the theft of the vehicle. That '03 ECU you have is matched to the steering column and key of the donor vehicle where the ECU came from.
Here are your options:
Get the matching steering column and key from the donor where you got the ECU and install it on your '95.
Get your '03 ECU "hacked" to remove the security feature
Get an aftermarket ECU
The company "Turn Key" makes complete wiring harnesses and ready-to-go computers for engine swaps.

Ecu is flashed already(and didnt have security already being from a 3500 series van) and I've already built the harness.

I'm doing an ls swap('03 6.0) into a '95 chev pickup. Do I plug the '03's ecu into the mlps or the trucks original ecu?
