Does your landlord have rights to tow your car?

This depends on where you live, geographically (country, state, ect), because the local laws will vary. This also depends on your leas; it should state somewhere their policy on cars, and if it doesn't then it's probably more in local legislature if they are allowed to tow a car or not.

Reasons the apartment we live in have towed cars include people without passes parking in the roofed parking areas (you have to pay extra for that), a car not moving for 30 days, a car with 4 flat tires being given notice to fix and/or move the car and not doing so, and a car being given notice to move due to needing the lot for construction work and not doing so.

In any case, the first thing you should do is check your lease. Ours states that if a car does not move from a parking spot for 30 days they have the right to tow it, yours may have something similar. If it does not say anything call your landlord and confirm, if they say differently ask for a copy of the lease that states this in writing. If they say it's local laws hit up Google and either find where it says that or, if it does not, find the people you can call and ask about it.

If your lease does not say, in writing, that they can tow your car for not moving and it's not in the local laws that they can do that then chances are they can't, most especially if the car is properly insured and registered. You can ask your landlord to pick up the fee for the tow, picking it up from impound and any damages and if they refuse my advise from that point would be to hire legal aid since what they did was illegal.

But as apartments often have very limited parking unless you have specially assigned places my bet is there is some kind of law that they can tow your car after a set amount of time with the car not moving. In which case your only option is to pay the fees, get the car back, and just make sure you move it every now and again.
