• Kaiser Wilhelm II surprisingly goes to the quarters of the German Supreme Army Command to Spa. He wants to discuss there the beginning mutiny of the fleet at the North Sea. In Wilhelmshaven the sailors refuse the service for the large offensive of the fleet.
  
  
• The First All-Russian Congress of Workers ', Peasants' and Youth's Associations, on which the Russian Communist League of Youth (RKSM) is founded, begins in Moscow.
  
  
• The Croatian ethnic group of the Sabor (Yugoslavs) declared in Agram (Zagreb), the southern Slavic areas of the monarchy would have to be joined as soon as possible to an independent state with connection to Serbia.
