Comedian Surfers Give Speeches Before L.A. City Council In Defense Of House Parties

In this clip, California surfer, Chad Kroeger (not of Nickelback fame) recounts how house parties were central to his personal growth and describes his upbringing in San Clemente, a couple hours south of LA.
The Californian says: 'My first introduction to manhood came when the captain of my water polo team, Boomer Kingsley, asked me to shotgun a tall can of Bud Light in front of the whole squad at his end of the season bash."
"Kroeger continues that he has been 'in a state of deep despair' since hearing of crackdowns on parties in the Hollywood Hills, and proclaims that he is 'determined to stop this future "atrocity."'
