The risk of spammers is still low.
That is because the @resteembot community can handle them. If a spammer appears, the community will just flag him. So far I haven't seen spammers brave enough to use @resteembot.

28 reputation can be achieved with a single post
Every user starts with 25 reputation. Their first post is usually the introduction post. There are MANY bots in the introduction category.
That means that for many new users the introduction post is usually better paid than their next 5 posts together.
If a user is good at writing, they can reach 28+ reputation with just this post.
But that doesn't mean that they will have money to use @resteembot. Their revenue will come in 7 days. Before that, they don't have a cent.
That is why 28 reputation is too low of a number.

Less profits? Are you sure?
I have not seen any profits from users of that reputation range.
So far only 2 types of users are using @resteembot. Complete newbies, who pay 0.001, and users with more than 35 reputation.
To me that means one thing for certain - users with reputation between 28 and 35 do not have the money to use the bot.
Extending the promo range could maybe help them.
