So things are getting riled up. Binance and Huobi backing up and powering down for the time being and now Binance compensating for those users who had Steem in Binance, during the powerup process, which took effect few days ago.

While in addition to that, seems like J.Sun is still going to keep in going with this mess. Powering up more steem and moving his controlled witnesses back up again in the witness list.

Steem price is pumping and dumping. Probably because many are buying steem to recover from the powerup mess created by exchanges. But still it's a nice way to make some steem (especially for traders).
