It doesn't look to me like it's flowering yet. When you start to see little white fuzzy hairs coming out of those spots, than you can assume it has started to flower.
At least that's my understanding, and my experience with my own plants.
Nah those are just the pre-flowers that form when a plant is sexually mature. Usually forms earlier on plants that have been sexed before, ie clones.
