The track was first pre-released as a single off Macklemore's second solo studio album "Gemini" on July 26, 2017. The album dropped September 22, 2017.
As Variance states here:
Macklemore also revealed the song was cut on election night (Nov. 8) in America. He said CNN was on in the background as the "unfortunate news" began rolling in.

As you can probably imagine, Lil Boat is Lil Yachty's nickname.
