I did consistently:

- install Visualstudio C ++

- install Python 3.6.0

- download numpy-1.13.3+mkl-cp36-cp36m-win_amd64

- download scipy-1.0.0-cp36-cp36m-win_amd64

In command line as administrator:

pip install numpy-1.13.3+mkl-cp36-cp36m-win_amd64

pip install scipy-1.0.0-cp36-cp36m-win_amd64

pip install scikit-learn matplotlib

pip install -U pip setuptools

pip install --upgrade setuptools

pip install -U steem

after the last command, here's the final
