Why i cannot approve a witness ???? + video

 Several days I ago I read how my vote is not important, but my friends told me voting for witness I trust can change the things around. Finally, I decide to approve some more witnesses but there come the surprise I CANOT VOTE ! Before some days I read about a girl, she had to less steem power to up vote is this apply in witness also ? My 950 steem power in no enough for vote or is just a technical problem ??
