Should MLAs get monthly salary every year?

In India there are 26 state assemblies which sat only for 28 days (on an average) in a year from 2011 to 2016 as an analysis done by the PRS Legislative Research. As compared to other assemblies like Lok Sabha where MP's sat for 70 days in a year and in Rajya Sabha where MP's sat for 69 days in a year has been analysed by PRS respectively. In federal system of India, MLAs are accountable to MP's.The size of the State Budget overtook Centre's in 2016-17 that is Rs 27.14 lakh crore compared to the union budget i.e. Rs 20.14 trillion. Fiscal Deficit of the state goes on increasing if it is not managed properly.There are various factors responsible for this like passing out the budgets without any discussion or debate,Inadequate sittings by the ministers which results into lazy legislature.
